Billy Kent

Chief Performance Officer

Billy Kent is a results-driven human services executive and Lean Six Sigma Black Belt with more than 20 years of combined experience in law enforcement, child welfare, adult protective services, performance management, and strategic planning. Known for his data-driven approach, collaborative leadership style, and commitment to organizational excellence, Billy excels at building high-performing teams, driving measurable improvements, and strengthening families through integrated service delivery.

Billy was formerly the Family & Community Services Director for the Florida Department of Children and Families. He provided executive leadership across five major programs—Child Welfare, Adult Protective Services, Family Safety Program Office, Contract Management, and Child Care Regulation—spanning 20 counties and four circuits. Responsible for more than 600 employees and the performance of over $200 million in private contracts, Billy forged strong partnerships with stakeholders, law enforcement, and private providers.

Billy began his career in public safety, serving as a Sergeant with the Navajo County Sheriff’s Office in Holbrook, Arizona. He holds (expired) Arizona Police Officer Certification, Child Protective Investigator credentials, and specialized training in child/adult abuse investigation, DARE, and human trafficking.

Billy earned his Bachelor of Arts in Business Administration from American Intercontinental University in 2006, graduating Summa Cum Laude. He also holds a Certified Associate in Project Management credential from Valencia College in Orlando, Florida, and his Lean Six Sigma Black Belt Certification. His technical skills include the SAP Business Objects Environment, Microsoft Fabric, along with strengths in performance and management, leadership and supervision, project and resource management, and design implementation.

Billy continues to focus on collaborative, outcome-focused leadership that improves the lives of children, families, and communities in the State of Florida.
